Position Overview & Specifications

This role is with Llais. Llais is a new national, independent body set up by the Welsh Government to give the people of Wales a say in how they receive their health and social care services.
From April the existing Community Health Councils across Wales will come to a close and the new national body, Llais, will be created.
Ahead of going live in April 2023 our colleagues in Powys Local Health Board are supporting us to fill our posts.

About the job

As a brand new organisation, this highly strategic leadership role is critical to the successful establishment and operation of Llais, bringing responsibility for our corporate services; local and regional operational management; and policy development.

The role is to turn our strategy into effective operational delivery and so it will be key to ensuring we deliver our vision and priorities locally, regionally and nationally and central to creating a positive, cohesive corporate culture.

So we’re looking for a strong corporate leader with broad experience who is highly skilled in leading day-to-day operations and the design and delivery of a robust corporate services function and regional operational delivery.

Alongside our Strategic Director of Strategy and Engagement, you’ll support the CEO in the day-to-day leadership, development and delivery of our vision and plans.

Your responsibilities will include corporate governance and risk management, designing and developing our governance and assurance framework, including our values and behaviours and risk management strategy.

Responsible for our Wales-wide regional operations, you’ll establish a comprehensive people, well-being and organisational development function for employees and volunteers. Working with the Strategic Director of Strategy and Engagement, you’ll develop a robust performance management framework.

We are looking for passionate and capable people from all walks of life who bring different lived experiences that will help change the way we think. We are looking for applications from diverse candidates who can bring fresh skills, lived experiences and perspectives to our work.

You’ll lead the design and effective delivery of our budget planning and management, finance and procurement functions; our digital, data and IT infrastructure; and our locations and estates strategy. You will also lead the organisation’s drive to ensure we make best use of all our resources.

As part of the Senior Management Team you will ensure the principles of equality, diversity, inclusion and sustainability are embedded throughout the organisation and play a key role in developing a positive culture.

With excellent relationship management and leadership skills, you’ll be an expert programme manager. You’re likely to have extensive political understanding and you experience leading teams based nationally. You’ll understand corporate governance and risk management; people, well-being and organisational development; budget planning and management, finance and procurement; digital, data and IT, and estates.

As well as a strong understanding of the health and social care system in Wales, you will be familiar with key policy areas which may affect people’s access to and experience of those services.
